Steve Forbes is back, but now he has a southern draw. Republican presidential candidate Rick Perry unveiled a sweeping economic agenda Monday highlighted by a plan to level a voluntary 20 percent “flat tax” on all taxpayers who will accept it in place of what they’re paying now. The plan, outlined in a Wall Street Journal op-ed column a day before the Texas governor was set to unveil it in South Carolina, also calls for capping federal spending at 18 percent of the country’s GDP while allowing younger earners to privatize their Social Security accounts. Rick Perry of Texas said Wednesday that he would propose a flat tax next week as part of a tax overhaul program, signaling a new effort to separate himself from Mitt Romney and the rest of the Republican field. Mr. Perry signaled his intent in a speech to Republicans on Wednesday morning after Tuesday night’s brawl of a Republican debate. He has in the past suggested support for some form of a flat tax, but has backed off from endorsing one. Mr. Perry recently recruited as an adviser Steve Forbes, who ran for president in 1996 on a pledge of implementing a single flat tax on income, without any deductions. Following a debate performance that many dubbed disastrous, Rick Perry has ceded the position of frontrunner in Florida to Mitt Romney, according to a Public Policy Polling poll released Wednesday. The poll found that 30 percent of Florida Republican primary voters would vote for Mitt Romney, while 24 percent would vote for Rick Perry. Newt Gingrich, the only other candidate to break double digits, is in third with 10 percent. Michele Bachmann has fallen to 6th place, with 6 percent, behind Ron Paul and Herman Cain, who recently won the Florida Five strawpoll. If the race boiled down to just Romney and Perry, Romney beats out the Lone Star governor 45 percent to 36 percent, though a full 19 percent of Republican voters remain unsure. The margin of error (MOE) was +/- 3 percentage points. 917 of those interview were registered voters.  Despite what people think, over 200 of the interviews were by cell phone contacts. UTICA, NY--Rick Perry has tumbled by more than 20 percentage points over the past month among Republican presidential primary voters and is now second to Herman Cain, who leads the field with 28%. Mitt Romney received little benefit from Perrys fall, garnering 17% of the vote for third place. As for President Barack Obama, both his job approval (42%) and the percentage who believe he deserves re-election (37%) are little changed from recent polls, but he does seem to be winning back some supporters who have been disappointed in his job performance. We think that Texas Governor Rick Perry may have disappointed as high expectations prevailed. Romney, the polished politician and business man has yet to make a debate gaff.  Ron Paul actually drew fire from Perry after Paul pout out an ad that called Perry Al Gores cheer leader.  Bachmann faltering in the polls was pushed aside this time round.  Rick Santorum usually known as the social conservative has become the most defense conservative in the field as others have strong social conservative credentials.
