Senators seek to keep guns away from mentally ill Columbia, SC - February 20, 2013 - Senators Chip Campsen (R-Charleston), Greg Gregory (R-Lancaster), John Courson (R-Richland) and others today filed a bill that will require South Carolina to comply with the NICS database for background checks for the mentally ill with gun purchases. The bill, S.413, would require judges to submit to SLED the names of people adjudicated to be mentally ill and unsafe to own a gun. SLED, in turn, will transmit those names to the national database. After several attempts, while heading a minority government, Stephen Harper's Majority government will introduce legislation today to scrap the controversial long gun registry.   This will fulfill a long time promise by Harper's Conservatives.  The legislation was first passed by Jean Chretien's Liberals.  It has been touted the Billion Dollar boondogle.  The legislation almost passed during the last session of Parliament and  is expected to pass easily during this session. The act requires all those living in foreign countries to file U.S. tax returns and detailed annual foreign account disclosure statements, going back to 2003. This has created a dilemma for Americans living in Canada, most of them unaware of the law. The act affects Americans with dual citizenship and those that are legal landed immigrants in Canada.
